I was startled to see these helpless kittens being used as shills for begging. Corner of 57th Street and Broadway, around noon, July--before the recent heat wave.
One night on the subway, we saw something similar. We'd just settled in our seats when a very thin man entered just before the doors slammed shut. He was pushing a grocery cart with a box on top. Very young kitten and small dog sat in it, then jumped to the floor.
The subway doors opened again, the animals walked toward the opening but seemed to know not to venture onto the platform. All of the passengers watched, waited: what would happen next? The "keeper" dumped the two into a plastic milk cart with openings, put another box on top. We were surprised he did not ask for money.
He sat down, pulled out a wad of bills and began to count them. It was the end of his day. The cat and dog could rest now--poor things, to be used this way.
